I applaud your insightful analysis of the National Research
Council's A Common Destiny: Blacks and American Society (NATION,
Aug. 7). The study is positive proof that when black and white
theorists are able to get together and examine race relations, we
come a bit closer to solving the problems.

TIME reports a survey that blames whites for lack of black
progress. You describe prevalent white attitudes toward
integration, whites' "smug" beliefs and white America's resistance
to racial equality. What about prevalent black attitudes toward
integration or black America's smug beliefs? You paint whites as
the villains and blacks as the victims. Many whites are tired of
this unfortunate generalization, and for this reason have stopped
caring about race relations in America.

The comment of St. Louis school board member Shirley Walters
Kiel that the city's "schools are going down, down, down" is at
variance with the record. The St. Louis school system in recent
years has had a most successful voluntary desegregation plan.
Within the district, average scores on achievement tests rose above
national norms and statewide averages. The total curriculum has
been revised and updated in the past five years. In the same
period, St. Louis voters have approved additional funds for
schools, supporting efforts to reduce class size, modernize the
curriculum and repair the buildings. Just for the record, board
member Kiel in no way represents the views of the entire board of
education.
